Analisis Komparatif HTTP/1.1 vs HTTP/2 dan Klasifikasi Prioritas Migrasi pada Website Pemerintah Kepulauan Riau Menggunakan Ensemble Machine Learning

Transformasi digital pemerintah memerlukan infrastruktur web  yang optimal, namun mayoritas website pemerintah Indonesia masih menggunakan protokol HTTP/1.1 yang ketinggalan zaman. Penelitian ini bertujuan mengembangkan kerangka kerja klasifikasi prioritas migrasi HTTP/2 untuk website pemerintah Kepulauan Riau melalui integrasi simulasi berbasis literatur dengan pembelajaran mesin. Data dikumpulkan dari 91 website pemerintah menggunakan Google PageSpeed Insights API [13] [13], mencakup metrik Core Web  Vitals dan implementasi security headers. Model simulasi dikembangkan berdasarkan sintesis faktor peningkatan dari literatur akademis dan industri untuk memprediksi peningkatan performa HTTP/2. Kerangka keputusan multi-kriteria dikonstruksi mengintegrasikan kesenjangan performa, potensi peningkatan, kesiapan keamanan, dan kebutuhan modernisasi sebagai variabel target untuk pembelajaran mesin. Hasil penelitian menunjukkan bahwa seluruh website masih menggunakan HTTP/1.1 dengan 98.9% melampaui threshold performa yang direkomendasikan. Simulasi memprediksi peningkatan performa rata-rata 29.3% setelah migrasi HTTP/2. Model Random Forest mencapai F1-score 0.949 dan akurasi 0.947, mengklasifikasikan delapan website prioritas tinggi, 26 prioritas sedang, dan 57 prioritas rendah. Penelitian menghasilkan rekomendasi implementasi bertahap dengan timeline 12-18 bulan. Kerangka kerja yang dikembangkan dapat diadaptasi untuk perencanaan adopsi teknologi lainnya dalam sektor publik.
