The COMPETITIVENESS OF RICE COMMODITY IN ROKAN HULU REGENCY

Abstract

Indonesia is the third largest country after China and India, which produces the most rice in the world, although Indonesia still needs to import rice almost every year. The purpose of this study was to determine the competitiveness of rice commodities in Rokan Regency. The method used in this study is the Policy Analysis Matrix (PAM) and sensitivity analysis which is seen by the values Private Cost Ratio(PCR) and Domestic Cost Ratio (DCR)which are less than one and positive. The PCR value of rice commodities in Rokan Hulu Regency is (-3.00), while the DCR value is (-1.37). This indicates that the Rice Commodity in Rokan Hulu Regency does not yet have competitiveness but is economically profitable. The nominal output protection coefficient (NPCO) > 1, means the higher the level of government protection against output. Therefore, it is necessary to increase the quality, productivity and selling price of rice commodities at the farmer level. Sensitivity analysis of inputs, outputs and exchange rates with predictions based on scenarios in research areas that still have competitiveness.
