Abstract

This study is motivated by the importance of the effectiveness of subsidized fertilizer distribution in supporting rice farming productivity and farmers’ welfare. The objective of this research is to analyze the distribution mechanism of subsidized fertilizers and to assess the level of its effectiveness in Rambah Utama Village, Rambah Samo District. This study employs a quantitative method with a survey approach. The population consists of 81 rice farmers, all of whom were selected as respondents using a census technique. Data collection was carried out through questionnaires, interviews, and documentation. Data analysis utilized a Likert scale along with validity and reliability tests to ensure that the research instruments were appropriate.The results show that the distribution mechanism of subsidized fertilizers has been implemented in accordance with established procedures, starting from the preparation of the Definitive Plan for Group Needs (RDKK), allocation determination, to distribution through official retailers to farmers. The overall effectiveness level of subsidized fertilizer distribution falls into the effective category, with an average score of 3.58. Specifically, the indicators of targeting accuracy (3.73), quantity accuracy (3.87), ease of access (3.67), distribution transparency (3.50), and supervision and control (3.67) are categorized as effective. Meanwhile, the indicators of timeliness (3.23) and fertilizer availability (3.41) are categorized as moderately effective. These findings indicate that the distribution system has generally functioned well; however, improvements are still needed in terms of timeliness and availability.
